Glutton for War

Glutton for War is a Tier 1 perk with only a 5% chance to instantly recharge health items and grenades after you neutralize an enemy. That number looks tiny, but the perk triggers often enough in dense firefights to make a real difference. When it procs, it can refill both healing and explosives at once, which pairs beautifully with grenade-focused Engineer perks. I take it immediately because the cost is so low and the free sustain is almost always useful.

All Things Cyber

Cyberware is significantly stronger in the current version of the game, especially now that you can upgrade it. All Things Cyber gives +10% to all cyberware stat modifiers at rank one, and rank two reduces the Cyberware Capacity cost for cyberware in the Integumentary System and Skeleton by 20%. That reduction lets me slot better defensive and mobility gear without overloading my character. I really did not invest much in cyberware during my earlier playthroughs, but this perk changed my mind completely.

Health Freak

Health Freak is one of those perks I cannot stress enough. Rank one adds +8% recharge speed for health items and grenades. Rank two gives +1 health item charge. Rank three adds +150% recharge speed for health items outside of combat. The extra charge is fantastic, but the out-of-combat recharge has saved my life more than once by letting me retreat, hide for a few seconds, and come back with healing fully ready. This is a must-have for almost any build.

Borrowed Time

Borrowed Time is built for last-ditch, no-hope situations. If you have no charges remaining for your Health Item and drop below 25% health, you instantly receive a 100% recharge of one charge so you can pull yourself back from the edge. As far as I can tell, there is no cooldown listed in the stat block, which makes it even more valuable. It is one of those Technical ability perks that feels unfair in the best possible way.

Built Different

When I first read Built Different, I thought it was expensive to fill up cyberware just for a defensive buff. But getting your Integumentary and Skeleton systems fully slotted gives you a flat 5% damage reduction. Those are the systems I tend to focus on first anyway, so this perk is a natural fit. Five percent may not sound huge, but it adds up during long fights, boss encounters, and chaotic open-world chases.

Chipware Connoisseur

Because cyberware can now be upgraded, making those upgrades worthwhile is important. Chipware Connoisseur lets you choose between two stat modifiers when upgrading cyberware, and at Tier 3 you get a third option. This gives me far more control over the rolls I receive, so I am not stuck with useless modifiers on key implants. It is a quality-of-life perk that also increases your raw combat potential.

Driver Update

Driver Update is simple: it grants all of your cyberware an additional stat modifier. There is no real downside unless you dislike the modifier itself, but even then it is still a net boost to your character. This was one of the first Technical ability perks I picked after the 2.0 update because it improves every single piece of cyberware I already had equipped.

Coming in Hot

I throw grenades constantly, especially incendiary grenades to knock people down and set them on fire. Coming in Hot increases grenade recharge speed by +50% when you have no grenades available. That means less time waiting for another explosive, which keeps pressure on enemies and gives me a reliable option when weapons need to reload. It pairs very well with Demolitions Surplus.

Demolitions Surplus

Like Health Freak, Demolitions Surplus is easy to understand and provides immediate value. It gives you another grenade charge and +250% recharge speed for grenades outside of combat. In practice, I almost always have a powerful throwing weapon ready when I head back into a fight. If you use grenades even a little, this Pro Tier perk is a must-have.

License to Chrome

License to Chrome is one of the later perks on my list, but it is still an early pickup compared with the full tree. Rank one gives +10% to all cyberware stat modifiers, rank two adds +40 Armor, and rank three unlocks a new cyberware slot for the Skeleton. It also boosts all Skeleton cyberware stats. I am a huge fan of squeezing as much power as possible from cyberware, so this perk is very important in my builds.
